thanks for publishing this info. however, a little analysis of the treasury department's jargon would have been helpful. for instance, what is the difference between a "production tax credit for electricity produced by certain renewable energy facilities and an investment tax credit"?

"This is less true when the goods auctioned are continuously created like solar credits" Correct me if I'm wrong, but aren't NJ SRECs all credited once a month on the 5th by the State of NJ? Also, if buyers are for some reason willing to pay a lot more for SRECs on this exchange but could get them for less on another, why doesn't everyone buy on the low exchange and sell on the high one for an instant risk-free profit?

Flett Exchange response: Flett Exchange has a continuous Bid/Offer for SRECs. The Flett Exchange bid was consistantly higher than the clearing price on the auction for weeks before, during and after the auction. We welcome anyone to bid on the auction and sell our bids to lock in a profit. The point of this article is that Flett Exchange's continuous marketplace is superior in exection and price transparancy to the auction process.

When the government sells the SREC's to the market, how deflated from spot prices cdo they become? Is there a cap on SREC prices that they can be sold to electricity producers or could SRecs go to 1000$?

Flett Exchange response: The government does not sell SRECs to the market, they assign them and then those entities reach into the market to sell them. This is different from the RGGI market in which the state governments sell the RGGI allowances and keep the proceeds. Our point is that the Flett Exchange continuous marketplace is superior to auctions in either case.

Were these sales done between parties not affiliated with flettexchange, or is flettexchange, LLC or someone affiliated with flettexchange, LLC actually buying and/or selling on flettexchange.com in addition to running the exchange?

Flett Exchange Response: All of the trades in the last 4 months were done by Flett Exchange customers. At times of low liquidity, Flett Exchange will make markets for its customers. When Flett Exchange makes a market it notifies its customers pro and post trade that it is making the market.

Interesting and thougtful commentary; I hope you transmitted these good ideas to the Clean Energy Program. I'm curious about the literal question, though: Where does the money paid in fines/penalties/etc for non-compliance actually go? To the state general fund? to the Clean Energy Program for administrative support?

The electricity producers prefer to pay for solar customer's SRECs because they can be purchased below the Solar Alternative Compliance Payment. It is their incentive to participate in the market. The current SACP is $300 and, pending approval, the proposed value is $711.

Two questions.... Are E utiilies in NJ simply electing to pay the SACP rate in lieu of participating in the SREC market? Is there any evidence that they are opting that way so as to avoid funding solar directly?

WHAT IS THE SACP rate now? When is it changing, and to what level?

This will probably be a temporary phenomena.....we will not meet the ever-increasing SREC goals for the next couple of years at least. Presently, there are some owner-generators who waited too late in the game to sell their 2007 SRECs. We advise our customers to begin selling in May or June to avoid the pitfall of having them unsold by August 31.

There will be a shortfall of SRECs in 2008 and 2009, but the late-sellers would be wise to consider making their transactions earlier in the year.
