The Flett Exchange Internet Trading Platform provides the transparency and competition needed by states, counties, and townships when they sell Renewable Energy Certificates REC. Flett Exchange has a diverse group of buyers in its markets that need to buy RECs to satisfy Renewable Portfolio Standards RPS. All bids are logged in the Flett Exchange data base for future reference to ensure that the RECs were sold in a competitive fashion to the buyer with the best price.

The Flett Exchange market also takes into account other factors such as counterparty credit risk for sellers to consider when choosing the best price.

Flett Exchange launched the New Jersey Class 1 REC market on its Internet Trading Platform. The market enables generators of Class 1 RECs to sell directly to electric generators who need to buy for their RPS. Sellers transfer the RECs on the PJM GATS platform and receive payment immediately via wire transfer or check.

Flett Exchange has brought liquidity and transparency to the New Jersey Class 1 REC market via its Internet trading platform. Coupled with this Flett also provides clearing for all transactions. Sellers transfer RECs to the Flett Exchange escrow account via GATS. The RECs are held until funds clear in either the sellers bank account or the Flett Exchange escrow account. The market is for the spot trading of certificates.

New Jersey Class 1 Renewable Energy
Certificates (Class 1 RECs)

REC, renewable energy certificate, where a REC equals one MWh of renewable energy. Where the renewable energy is eligible to meet the Renewable Energy Portfolio Standard pursuant to N.J.A.C. 14:14-8 verified and qualified by the Board of Public Utilities of N.J.

Tradable RECS



RECS eligible for trading are defined as Class 1 RECS pursuant to the Renewable Energy Portfolio Standard described under N.J.A.C. 14:14-8 as qualified by the N.J. Board of Public Utilities

RECS are considered by vintage. Vintages are by energy year starting June 1st of the year prior to the calendar year until May31st of the calendar year.

Delivery



The transfer and delivery of eligible trading RECS will be done through the PJM GATS tracking system. This is a generation attribute tracking system run by the PJM Environmental Information Services. All trading parties must have accounts with the PJM GATS system

Delivery is due either:

1. To Flett Exchange Escrow via the GATS system on trade day

2. 1 day after confirmed receipt of funds by seller or Flett Exchange

Payment



Buyers must either pre fund their account with Flett Exchange prior to execution or pay Flett Exchange or seller full value within 3 business days after trade execution.

Seller receives proceeds from sale upon confirmation of transfer in the GATS system.
